Default emotional state and temperament: At this point in her life, Nora tends to show her emotions easily and is pretty sarcastic. When she first emerged from the Vault after 200 years, she was a bit more wary of things, and possibly a little anxious. I mean, what do you do when you were cryogenically frozen for 200 years right as the nuclear bombs were falling. She walked out into a whole new world and had no idea what to do, except for what her robot butler told her… and, well, to find the baby that was stolen from her and the Vault.
Motivations and goals: Originally, her main motivation was to find Shawn, her son, that had been kidnapped from the Vault sometime in the 200 years she was frozen. This pretty much drove her through the Commonwealth, exploring the new settlements and seeing what happened to her home when things went to hell. She fought through so much to find the Institute and get her son (sort of). After that, she was satisfied to settle down and work with the Minutemen to keep the Commonwealth safe from the Raiders, super mutants, Gunners, and ghouls. All while keeping her group of companions safe and housed. Now it’s time to chill, even if she can’t relax fully.
Regrets and fears: Honestly, at this point, she probably only regrets things that happened before the war. Things that she should have said or done before she was frozen and lost everyone in Sanctuary Hills, including her husband and child. Every once in a while, she may have a twinge of regret for how she handled the Institute and their Synths, but at the time there was no other option she could think of. She fears losing her new family, the companions she met while exploring the Commonwealth, and the people now in her settlements. They’re her family now, plus Shawn, as she found a version of him before everything ended with the Institute.
Breaking points: Nora is very protective of her family, biological or not. Threaten them, and you’ll have to deal with her and her companions… unless one stops her in time. She’s also someone who stands up against people doing something she considers morally wrong. Think a mayor kicking out anyone who isn’t ‘human’, even if they aren’t hostile. They just are different.
Values: She’s the general of the Minutemen, aka, protect the people at a minute’s notice. People need to be willing to help, although she will accept some grey morality and actions if it ends up with things coming out better. (see, nuking the Institute to save the Commonwealth). She wants people around her who well help her make things better in the world. Even if it means trekking across the Commonwealth to help a settlement with a ghoul problem. Sarcasm, fine. But pull your weight and be willing to help. Not just physical help either. You have talents to run a shop? Come start one in a settlement. Uncannily adroit with a knitting needle? There’s a place for you too. She gives second chances, but is a fool me once, shame on me, fool me twice… type a person.
How do they handle change and trauma? The monster transformation will cause a ton of fascination. Sure, she’s a woman out of time. Sure, she’s 200 years (plus) years old in a nuclear apocalypse. Becoming a legit monster would fascinate her and she’s going to study herself and find out how to act and do things with her new attributes. When it comes to trauma, she holds it in when she’s in public and then releases her emotions behind closed doors. Or when she’s with people she trusts. She’s not going to show that to people she doesn’t know.
Closing statements: Nora is a strong woman. She survived watching the bombs drop in 2077, and then wakes up to find herself in a nuclear wasteland. She’s a lawyer! A normal person! Who becomes Blue, the Sole Survivor, a name common throughout the Commonwealth. Throughout hunting for her son she meets and learns from so many people who survived (ghouls) or was born after the Great War. She’s become a hero, but wouldn’t call herself one. She did what she needed to get her son back, and bettered herself and the Commonwealth along the way. Now, she has an adopted family and settlements to protect. And damn, she’s going to do it until she’s out of time.
Powers/Abilities: Her main supernatural ability is the VATS system (see here: https://fallout.fandom.com/wiki/VATS) as provided by her PipBoy. (I 100% understand if this needs to be nerfed. The PipBoy can be on the fritz here, lol) She’s also good at scrapping materials and gunsmithing… overall she’s a Survivalist.

Game Plans: I tend to slam myself into games with loose plans and see where CR takes me. But, I’d like to play with how she transforms into the monster, and basically starting all over in a new world, but with the experience she has from the events of the game. What can she do differently? How will she react differently? She’s now going through this transformation, but with her friends. What will she become from this experience?
Monster Choice: Wraith (because she was cryo-frozen and she’s a woman out of time), ice elemental (is an ice atronach a thing?), maybe a cold water mer.
Vehicle Choice: A Honda Acty! With the tough attribute. SMALL BUT MIGHTY.

VATS is run through the PipBoy. VATS itself stands for Vault-tec Assisted Targeting System. And, honestly, it's there to help you shoot well, even if intoxicated. There's not really a canon explanation for how this works, but the assumption is that the PipBoy can run something through it's wearer to assist. Which is why if someone isn't wearing their PipBoy, VATS won't work. (Ignoring the opening tutorial of FO4. I blame the Vault.) It slows down time enough to let the user aim and shoot at incoming enemies, as they move much, much slower than normal time.
The main things I would like to bring in from VATS are (and these will be added to the app once everything is hammered out and clarified): 1: The VATS ranged attack vision that shows the different parts of the enemy's body and the 'health bar' to each piece. It also shows and accuracy to hit each body part, depending on size and the body's angle to the user. This can allow for multiple shots to a specific part of the body, and once that 'part's' HP bar is depleted, it becomes crippled. So, if it's the head, they're blinded, the leg, it's broken, etc. This is limited by the amount of action points the player has which is also linked into how much stamina.
2: Throwables (like grenades) and mines can be seen in VATS. Again, it comes with the 0-99 number for how easily it can be hit with a bullet (normally on the lower end unless you're already on top of it. Unless you're able to hit it, it just gives and idea of where to go to skirt the mine that's on the ground. And with grenades, there's a chance to hit them and make them explode.
3: Action Points: this is how VATS operates. One shot is one point, and they have to regenerate in between uses. In game, this is tied to your stamina bar. So if you were sprinting and using your stamina, the action points would be less than if you went in without using any of your stamina. This can limit how much VATS is used, and how often. In game, this would be more like... X uses of VATS per in game day, or in game week, since the stamina bar doesn't exist in this world.
